Medicare Changed the Way Bulk-Billed Patients Assign Their Benefit From 1 July

A change to Medicare administration took effect on 1 July 2026, affecting how patients assign their Medicare benefit to a health professional when a service is bulk billed.

The Australian Department of Health says the reforms are intended to modernise the assignment-of-benefit process. New arrangements include digital options and, in some circumstances, enduring assignments rather than requiring the same paperwork process every time.

For patients, the important point is that bulk billing still means the health professional accepts the Medicare benefit as full payment for the eligible service. The assignment process is the patient’s authorisation for Medicare to pay that benefit directly to the provider.

The changes do not mean every medical appointment is automatically free, and they do not turn a non-bulk-billed service into a bulk-billed one. Patients should still ask the clinic whether a service is bulk billed and whether any gap or other charge applies before treatment where possible.

Members of the Nepali community who are new to Medicare may encounter digital consent or different assignment processes at clinics compared with what they saw previously. If anything is unclear, ask the provider what you are agreeing to before confirming the assignment.
